Responds to size changes by setting the positions and sizes of this control's borders.
The ScrollControlBase.layoutChrome()
method sets the
position and size of the ScrollControlBase's border.
In every subclass of ScrollControlBase, the subclass's layoutChrome()
method should call the super.layoutChrome()
method,
so that the border is positioned properly.

unscaledWidth:Number — Specifies the width of the component, in pixels,
in the component's coordinates, regardless of the value of the
scaleX property of the component.

Causes the ScrollControlBase to show or hide scrollbars based
on the parameters passed in. If a TextArea can only show 100 pixels
across and 5 lines of text, but the actual text to display is 200 pixels wide
and 30 lines of text, then the setScrollBarProperties()
method
is called as
setScrollBarProperties(200, 100, 30, 5)
.
